At the first International Conference of Bank Supervisors (ICBS), held in London, representatives from Latin America and the Caribbean agreed that the agencies in charge of banking supervision and regulation in the countries of the region should meet on a regular basis to address issues of common interest.

Under the promotion of — and hosted by — the National Banking and Insurance Commission of Mexico, the superintendents of banks of Latin America and the Caribbean met for the first time in Mexico City. Representatives from 21 different national banking supervision entities attended the meeting, along with a number of special guests. During this meeting the group decided to set up a formal institution.

The Statutes of the “Commission of Banking Supervision and Regulation Agencies of Latin America and the Caribbean” were approved at the group's second meeting, held in Lima, Peru, in August of 1982. The governing bodies of the Commission were: the General Assembly, the Board of Directors and the Presidency. The Center for Latin American Monetary Studies (CEMLA) was designated as the Technical Secretariat, in charge of the day-to-day business of the Commission.

The Statutes were revised to substitute the Commission for the Association of Banking Supervision Agencies of Latin America and the Caribbean (ASBALC). ASBALC managed to bring together supervisors from 35 different countries.
